I observe that in the last Despatch, No. 214 of 21st Sept, I called attention to the ambiguity of the expression "the Governor."

The Col Govt provide for Jubilee vote $98,000. I strongly recommend remission of military Contribution to that amount.
According to Govt notification 405 of 1894 and I would suggest that the Regulation should be altered to make the definition of Offence clear and not summarily.

The Jubilee vote was to be $86,500 - as the amount subscribed by the Community. I suppose further subscriptions have since come in raising that $86,500 to $98,000. This money will all be spent in the Colony, for the benefit of the inhabitants of the Colony; and it is a grotesque proposal that in return for the loyalty of the Hongkong people, as shown by these subscriptions, they should be let off having part of the Military Contribution.
It is a waste of time to pass on such a suggestion to the Wiss. and Treasurer.
